Outbreak of a new disease caused by COVID-19 - What do you have to know?

Dear citizens of Pavlikeni municipality,

In relation to the epidemic situation becoming complicated because of the spread of COVID-19 in Bulgaria and the state of emergency declared by the National Assembly, we open this section to inform you about the anti-epidemic measures on the territory of Pavlikeni municipality.

(25th February 2021)

Since 2nd March (Tuesday) all marketplaces for industrial goods resume their activity, i.e. the so-called bazaars in Pavlikeni and the settlements in the municipality. The necessary organisation is set up for their functioning. Their working hours are from 8:00 to 13:00 hours.

For the purpose of keeping sellers and customers safe the following anti-epidemic measures will be observed: providing safe area for sellers at the marketplace and placing information boards for keeping the safety precautions. The sellers must have their tables placed through one in the alleys of the marketplace.

In “Hristo Smirnenski” Street and “Panayot Venkov” Street tables must be located at minimal distance of 1 metre from each other, so as to maximum distance should be left for citizens to cross.

Distance of at least 1,5 metres has to be kept between sellers and customers. The use of self-protection means is mandatory for sellers and customers.

(27th January 2021)

The period is extended for the temporary anti-epidemic measures introduced on the territory of Pavlikeni municipality regarded from 1st February 2021 to 30th April 2021.

From 4th February 2021 to 17th March 2021 an exception is made for the students from 5th to 12th class from the prohibition for attendance classes according to the following schedule:

- From 4th February 2021 to 17th February 2021 – students from 7th, 8th and 12th grade will be going to attendance classes;

- From 18th February 2021 to 2nd March 2021 – students from 5th, 10th and 11th grade will be going to attendance classes;

- From 4th March 2021 to 17th March 2021 - students from 6th, 9th and 12th grade will be going to attendance classes.

From 4th February 2021 an exception from the prohibition is also made in respect of the attendance classes for students trained in joint classes in primary schools, as well as attendance activities in centres for personal development in groups of not more than 6 children and/or students.

From 1st February the following activities are allowed: visits to cultural and amusement events/museums, stage events, concerts and others, at 30% of their total capacity (seats), keeping physical distance of at least 1,5 m and wearing protective face mask.

From 1st February holding group classes of dance, creative and music arts is allowed at 30% of the total capacity of the premises, where they take place, and keeping physical distance of at least 1,5 m between the participants.

Going to fitness centres and gyms for group classes is allowed at use of not more than 50 % of their capacity and keeping minimal distance of 2 m between the visitors.

Until 28th February visits to all eating and amusement establishments are suspended – exception is made for home deliveries or taking food home and to the office. The exception is made in respect of the restaurants on the territory of accommodation facilities, which can work only for the guests of the respective accommodation facility, at 50% of their capacity, and in a limited working time – between 6:00 and 22:00 hours.

From 1st March 2021 visits to public eating and amusement establishments are allowed at 50% of their capacity, keeping physical distance of 1.5 m between the backs of the closest placed chairs at two neighbouring tables and wearing face protective masks by the staff.

(3rd December 2020)

From 4th December 2020 all commercial premises (including grocery stores) on the territory of Pavlikeni municipality suspend their operation from 20:30 to 06:00 hours.

Placing any kind of movable facilities in front of snack bars on the territory of Pavlikeni municipality, is suspended, including tables, etc., which are placed with the purpose of snack sale. Citizens get serviced on the “stop-shop” scheme, consumption of food and drinks at place and gathering of people is not allowed.

The owners of vending automatic machines for hot and cold drinks and other goods, placed indoors and outdoors, as well as self-service car-wash places shall function in full compliance with all necessary measures for disinfection, when they fill them; the users abide by the same measures when using them.

Vending machines with unknown owner and such with no placing permit issued will have their power supply shut off and they will be removed directly.

The directors of bank branches and offices shall strictly comply with the measures for disinfection of the serviced ATMs. For the purpose, every office adopts an order by which the ATMs will be disinfected.

The owners of commercial and other premises apply the mandatory anti-epidemic measures:

- Organize their activities in a way which provides at least 1.5 m distance between the persons, who have their services done in the premises and the surrounding areas outdoors;

- Provide disinfectant for hand use at the site entrance;

- Set up organization for control at the site entrance in relation to the number of the people coming in and wearing protective face masks;

- Put information boards at a visible place or inform in another way the customers for their obligations to keep physical distance, hygiene of the hands and wearing protective face mask when attending the respective site.

(27th November)

By Order of the Mayor of Pavlikeni municipality new anti-epidemic measures are introduced from 27th November 2020 (23:30 hours) to 21st December 2020:

Indoor swimming pool – Pavlikeni suspends operation.

The grocery stores organize their operation in a way which does not let person at less than 65 years of age in the respective sites between 8:30 and 10:30 hours.

The sale and consumption of food and alcohol drinks is forbidden on the territory of gas stations in the municipality in the time period between 21:00 p.m. and 6:00 a.m.

At the operation of Nursery Food Provider – Pavlikeni, receiving food at a counter, as well as home deliveries, the users have to abide by the set rules and emergency instructions of the officials during epidemic situation.

(26th November)

All employers and appointing authorities organize the execution of anti-epidemic measures in the working premises:

- Regular air ventilation and disinfection;

- No persons with symptoms of invasive respiratory diseases (fever, cough, shortness of breath, loss of smell, disorder or loss of taste, etc.) shall enter the working premises;

- Giving instructions to the staff on proper hygiene of the hands and provision of soap, water and disinfectant;

- Setting up organization which provides physical distance of at least 1.5 m between the persons; where it is impossible, wearing protective face masks is mandatory;

- Provision of personal protective means to the staff depending on the work characteristics and evaluation of the risk at the workplace (protective face masks, helmet, gloves, etc.);

All employers and appointing authorities provide their employees with protective face masks, if they execute the work obligations outdoors and keeping distance of 1.5 m is not possible.

The work process of the collective managing authorities and the officials to take place in distance form (home office/remote work) if it is possible; either working time with flexible limits, or work at shifts to be set. The employers shall set a schedule for the regulated breaks, where it is applicable, as well as they shall implement other prevention measures and scopes of work, depending on the characteristics of the respective work activity, including limitation of the insignificant contacts at the work places.

In cases of direct customer service which requires less than 1.5 m distance, the use of protective face mask or protective helmet is mandatory. By way of exception, customer service is allowed without the mentioned protective means, when there are mechanical screens made of glass or other transparent material which stands to wet cleaning or disinfection.

All private and public entities who are owners or managers of sites for public use, commercial and other establishments which provide services for the citizens, apply the following additional anti-epidemic measures:

- Organize their activity in a way which allows keeping distance of at least 1.5 m between the persons who are provided with the services in the premises and their abiding areas outdoors;

- Provide disinfectant for hand application at the entrance of the site;

- Set an organization of entrance control at the site with respect to the number of the people who enter and wearing protective face masks;

- Put information boards at a visible place or inform in another way the customers for their obligations to keep physical distance, hygiene of the hands and wearing protective face mask when attending the respective site.

People who visit indoor public places, including public transport means, medical centres and hospitals, pharmacies, optician’s stores, administrative institutions and others, which provide services or citizens have physical access to, railway and bus stations, commercial premises, churches, monasteries, temples, museums, etc. are obliged to wear a disposable or reusable protective face mask or other means that covers the nose and the mouth (incl. a piece of cloth, scarf, helmet, etc.).

All persons who are at outdoor public place where gathering of people exists and keeping physical distance of 1.5 m is not possible, are obliged to wear a disposable or reusable protective face mask or other means that covers the nose and the mouth  (incl. a piece of cloth, scarf, helmet, etc.).

(25th November)

At an exceptional briefing, the Minister of Health announced the measures, offered at the meeting of the Council of Ministers:

From 27th November to 21st December 2020:
- Attendance classes are suspended in all educational institutions;
- Attendance activities are suspended in kindergartens and nurseries, children centres, etc.;
- Congress and conference events, seminars, team-buildings, etc. are suspended in their attendance form;
- Holding cultural and amusement events is suspended with the exception of theatres at 30% of their capacity, wearing protective face masks and keeping distance;
- Holding private celebrations with more than 15 attendants is suspended;
- Team sports events and training activities are suspended, with the exception of the international sports events which have started by that date but without audience;
- Visits to fitness centres are suspended;
- Visits to eating and amusement establishments are suspended – only home deliveries are allowed;
- Visits to gambling places and casinos are suspended;
- Visits to trade centres (malls and similar) are suspended, with the exception of grocery stores, pharmacies, drug stores, optician’s shops, pet stores, as well as the offices of banks, insurance companies and telecommunication operators. Llittle local corner shops continue to operate;
- Group excursions and visits to tourist sites are suspended;
- Parks and religious sites stay open;
- No curfew is introduced.

 

(24th November)

By order of the Mayor of Pavlikeni municipality additional anti-epidemic and restrictive measures are introduced on the territory of the municipality from 24th November to 30th November.
Rehearsals and performances of dance, musical and singing schools, as well as clubs and schools of arts, yoga, Pilates, aerobics, fitness, etc. are suspended.
Visits to pensioner clubs and the club of people with disabilities are suspended.
In all office premises, schools, accommodation places and other indoor public places use natural air ventilation (opening windows) or mechanical ventilation. If optional, avoid using air-conditioning. Persons who violate the introduced measures will be subject to administrative and criminal liability.

 

(19th November)

By Order of the Mayor of Pavlikeni municipality from 19th November 2020 until 30th November all cultural and entertainment activities (theatres, cinemas, scenic events, concerts, activities of the dance, creative and musical art) are suspended on the territory of Pavlikeni municipality.

Official anniversary events and celebrations are suspended in the buildings of pensioner clubs and clubs of people with disabilities on the territory of the municipality.

Organization is set up for one-way movement and providing 1.5 m distance between the visitors at marketplaces, bazaars and exhibitions indoors and outdoors. Workers and visitors are required to wear protective face masks.

It is forbidden to place tables, pavilions, amusement facilities, etc. on the territory of the settlements, where traditional autumn fairs take place.

(18th November)

Training activities for all team and individual sports are suspended in “Yordan Petrov - Grafa” sports hall in Pavlikeni. Exclusion is made for the swimming pool which functions in accordance with the anti-epidemic measures. All precautions are strictly executed there. Disinfection is made on all contact surfaces minimum 4 times a day. In the changing rooms the use of lockers in immediate proximity to each other is not allowed; the number of the visitors who use the changing rooms is limited and no gathering of people shall be allowed.

(12th November 2020)

From 12th November 2020 until the end of the month new precautions are introduced in connection with the recent orders of the Ministry of Health. Among the new rules are the following:

- Visits to discos, piano bars, night bars, variety bars and bar clubs are suspended;

- All eating and entertainment establishments are open only in the time between 6:00 and 23:00 hours. During the rest of day only home deliveries are allowed.

- The grocery stores and the pharmacies have to organize their work in a way which does not let persons at less than 65 years of age in the respective sites between 13:30 and 16:30 hours. During the pointed time zone only persons at 65 years of age or more allowed to the sites.

- Planned admissions and elective surgeries in hospitals are suspended, except for the activities concerning rehabilitation, long treatment and psychiatric help.

Upon reaching a 14-day morbidity rate over 119.9 per one hundred thousand people and 15% absent for reasons associated with symptoms of COVID-19 by students attending face-to-face training, attendance classes for students from fifth to twelfth grade will be suspended.

On the territory of Pavlikeni municipality the commercial sites are forbidden to work between 20:30 and 6:00 hours. An exception is made for pharmacies, drugstores and gas stations, during which period the gas stations will be able to sell only fuels and oils.

The extracurricular activities and activities in attendance environment are suspended. An exception is made for activities of primary and junior high school students if they are organized in a way that does not allow mixing children from different classes.

The attendance activities in centres for assistance of the personal development are suspended.

Holding mass events in attendance environment is allowed if the participants are less than 30 people and keeping distance of minimum 1.5 m, and mandatory wearing protective face masks.

All public eating and entertainment establishments have to provide physical distance of 1.5 m between the backs of the closest placed chairs at two neighbouring tables. The presence of more than 6 people at one table is not allowed.

The visits of outside persons in hospitals are forbidden, an exception is made for visits to patients in terminal stage.

In the specialized institutions for provision of social services from residential type for children and adults visits are allowed exceptionally and at the discretion of the institution director, and in accordance with the anti-epidemic measures.

What is the new coronavirus?

Coronaviruses are a big family of viruses, which cause diseases variating from cold to heavier illnesses. The novel coronavirus (COVID-19) is a new strain of coronavirus that has not been identified in people earlier.

How does the virus spread?

It spreads through droplets of saliva or discharge from the nose from cough or sneeze. You can get infected through close contact with a person who has symptoms of the virus (primarily cough).

What are the symptoms?

Fever, cough, difficulty breathing, muscle pain, tiredness

How can you protect yourself from the infection?

Avoid contacting with sick people, especially those who are coughing. Cough and sneeze in a flexed elbow or in a tissue, not in your hand.

If you wear a mask, put it to cover the mouth and nose, and do not touch it anymore. After each use, immediately discard the single-use masks and wash your hands.

Wash your hands regularly with soap and water or clean them with alcohol-based disinfectant after coughing/sneezing, before having a meal and during cooking, after using the toilet.

Maintain social distancing: Maintain at least 1 meter distance between yourself and anyone who is coughing or sneezing.

Avoid touching your face and eyes.
